After the recommendation of Changzhou Education Bureau, the review of the Changzhou Municipal Executive Meeting, and the deliberation of the Standing Committee of Changzhou Municipal People's Congress, Richard Clive Phillips, CBS House principal, won the title of "Honorary Citizenship of Changzhou" in 2021. This is the highest honor awarded by the Changzhou Municipal People’s Government to international friends working in Changzhou. A total of 7 people have won this title.

On the afternoon of October 9th, Ms. Sheng Lei, Deputy Secretary of the Municipal Party Committee and Acting Mayor, met with 7 foreigners including Mr. Richard at the Zhongwu Hotel and congratulated them on being awarded the "Honorary Citizenship of Changzhou" and expressed their congratulations on their stay in Changzhou. Thanks for their outstanding contributions in economic construction, social development, friendly exchanges and cooperation with foreign countries, and the fight against the CIVID-19.
